Steps
1. Rinse the quinoa under cold water and cook it according to package instructions (usually 1 part quinoa to 2 parts water) until fluffy.
2. While quinoa cooks, heat olive oil in a pan over medium heat.
3. Add minced garlic and sauté until fragrant, about 1 minute.
4. Add broccoli florets and stir-fry for 5-7 minutes until tender but still crisp.
5. Stir in lemon zest, lemon juice, salt, and pepper. Cook for another minute.
6. Serve the broccoli stir-fry over the cooked quinoa.
7. Sprinkle grated Parmesan on top if desired for extra flavor.
