1. Cook the elbow macaroni in salted boiling water until al dente, about 7-8 minutes. Drain and set aside. 2. In a saucepan, melt the butter over medium heat. Once melted, whisk in the flour and cook for 1-2 minutes to form a roux. 3. Gradually whisk in the milk, stirring constantly until the sauce thickens, about 4-5 minutes. 4.
