Steps
1. Rinse the jasmine rice under cold water until the water runs clear.
2. In a small saucepan, combine the rinsed rice, coconut milk, water, salt, chili flakes, and garlic powder. Bring to a boil over medium heat.
3. Once boiling, reduce the heat to low, cover, and simmer for 15 minutes or until the rice is tender and the liquid is absorbed.
4. Meanwhile, prepare the vegetables by dicing the bell peppers and cucumber.
5. Once the rice is cooked, fluff it with a fork and let it sit for a few minutes.
6. Serve the coconut rice in a bowl, topped with the diced vegetables, chopped cilantro, and a drizzle of lime juice.
